Strange GPR Issue. 99F350

Ok, I found out that My GPR was junk after some diagnosis. I got a new one, and got one good start out of it. Then, it was not working. I got a new replacement, and the relay seems to function, but there is a serious voltage issue.

When the relay activates (I can hear it click), the battery side goes down to 0v, and there is nothing (0v) on the glow plug side. If I disengage the relay, 12v comes back to the battery side, and still nothing to the glow plug side. Activation seems to work just fine, but I have no idea what is going on with the voltage. Its kind of like its a dead short, but that should be tripping fuses, and I am not.

Any help here would be appreciated.
