Is it normal for voltage to drop for the first 30 secounds on start up?

Is it normal for voltage to drop for the first 30 secounds on start up? Didn't if this is the reason i'm getting smoke on start up, sits around 12 volts for 30 secounds after I start it then it will jump up to 14 volts. ??????

More importantly, as jesilvas points out, the Alt is controlled by the PCM and will not add anything to the charging system until the GPs have cycled off (to protect the Alt from working too hard by competing with the 150A draw of the GPs)
