Need Help!!! Truck wont Run

Ok so heres the back story... about 3 weeks ago I was towing my boat (4500lbs) up a minor hill and poof, right bank (pass side) dies and I havent been able to get it running on all 8 since. I have put brand new injectors (all 8), Injector harness/UVCH (pass side), and 2 new IDM's and still nothing. The code Im throwing with AE is P0261 #1 injector circuit low. With the IDM out of the fender and just resting on the tire it will run ok but has an electrical charge to the case. It grounds out and wont run when installed in the fender. I volt tested it key off and the case is holding .4 volts, KOEO the case is at 3 +/- volts. I unplugged the 49 pin connector trying to narrow it down to which section of harness might be pierced and it has the above conditions but I can not find any spot in the harness that looks to have been worn through. If i uncover a little bit of the shielding foil and touch it while volt testing the case it drops to 0 volts like it should (no shock) but like I said I can not find a friction spot or pierce anywhere from the 49 pin to the IDM..... Im stumped!!
