Romp issues, new tuning?

So I am needing some advice and opinions! My truck has a horrible romping issue that I have been trying to fix for months; got a lot of work done to it in october and it hasn't been the same since. Upgraded to 38r turbo, stage 2 injectors, beans tuning etc. Started having an issue where anytime the truck is under 30mph, and not on the gas, it will romp. Talked to many shops, forums, beans etc and I can't figure out why. After a little digging around I found out that the beans tunes were burnt for different injectors (full force) than what I have in the truck...thought I had the problem pinpointed but had them reburned and no difference.
Now, the truck runs better with my dp tuner that was put together for the truck when it was basically stock.. if I try to run it off beans sometimes it won't even start or romps so bad I refuse to leave with it.
I was thinking about getting my dp re burned with just a few tunes to see it it help but I am guessing it won't, sadly.
One question: dp or no dp? I love the way the truck runs and sounds with it (and its not even the right chip) and it runs great on highway, towing etc.. but I. Am wondering if I should start looking for a new chip? Only issue is I already have the dp so it won't cost much to get a few burnt (55 bucks) and I'm assuming hundreds for a different set up.

I have a scan tool but don't really know much about it or how to use it husband bought it and I think hooked it up once? So are the scan tools hard to figure out or should I just sell it?
Sorry for the rambling!
2000 7.3, ill get a list together of everything done to the truck too

And another thing, its usually about 80 here during the day now, maybe 50-60 at night and the truck has to be plugged in or it won't start. The truck is originally from florida and it started just fine there. Hot summer days where it is 90 and up by 10am it starts fine w.o being plugged in?

Which scan tool is it?
btw
It sounds like Beans just didn't get the tunes right for it still. That, or you may not have enough high pressure oil to feed the injectors, depending on IPR, HPOP health, and injector size.

What kind of oil is in it and how long since the last oil change?
It's still a possibility that ICP is low, especially with relatively thick oil, the batterie(s) could be weak, or you could have a bad UVCH or GPs.

Scanner is an AE. Only thing that looked funny on the scanner was the injector pulse width and randomly failed contribution tests for different cylinders.
The hpop is brand new, we replaced it once because I thought it was the problem. I'm hoping we didn't get two bad ones in a row.
Some of the stuff in truck : 38r turbo, 185cc single shot full force injectors, regulated return fuel set up, 4" turbo back exhaust, DIY intake, bellowed up pipes, srp1 hpop, new IPR, new ICP, new crank position sensor, new under valve cover injector wire harness..
Oil was just changed again, about 200 miles ago.

Yikes, 5W30? Little light.
UVCH is under valve cover harness.
Do you mean new cam position sensor?

I'd use 15-40 oil...then have Bean retune it or try TW's tunes...
