PCM problems

I have an early 99 f-350 which i am getting ready to get on the road. I pulled it in to the garage yesterday and worked on the exhaust and other things. Now the truck wont start. The wait to start light and water in fuel light is not on. I tried to hook the scanner to it but it wont communicate. So i pulled the pcm out of my 00 F-250 and plugged in. The lights came on and everything seemed fine. Then i plugged the chip in and heard a pop and now the lights wont come on. I then put it back in my 2000 and none of the lights will come on. Is there any way to fix the pcm or do i have to buy new ones.
