Ocassionally won't start

I have an 02 7.3 and the truck will occasionally not start. It usually will not start if the truck has recently been shut off and is still hot but will do it on cold starts as well but less frequently. I believe it is something electrical because when it wont start I dont hear the fuel pump cycle but also the glow plug light does not turn off and the overdrive off light will stay on. Anyone else have this problem or have any ideas of what the problem may be?
