99 7.3 cranking, no tach movement, no start

My buddy/neighbor and I are both new diesel owners. yesterday his broke down in town. I helped him for a bit yesterday afternoon. he has a 6 pos chip on the motor, we checked (visually) fuses, swapped relays, he had already changed out the cps before I got there. He has a clean fuel filter, fuel in the bowl. The fuel pump comes on but he says it doesnt sound under a load when it runs. No fuel leaks. checked wires. he blew a couple of fuses the other day. little ones, he made a solid connection with wiring spades until he gets fuses. he unplugged a two wire harness from the fuel filter housing that had one burned looking connector. I think it was for the fuel bowl heater. Any other ideas or thoughts. As far as all of the acronyms, ipr, icp, ficm, etc. we dont know where any of that stuff is located. if you refer to an acronymed part, could you please say where to find it? thanks guys for any help.

about 1/4 tank, he added a little more out of a can i let him have, the fuel in the bowl looked good, but anyway, he fixed whatever was wrong with it, then he drove it to town and accidentally pulled the wire running from his 6 pos chip with his foot, pulling the chip out and now its toast. no WTS light, no start
