99 7.3 with diesel leak

My 99 f350 cc 6spd 4wd 7.3 is leaking diesel from the top of the engine. Looks to be at or near the drain valve under the fuel filter housing and possibly a fuel line on the top rear center of engine. Other issues, fuel gauge can be erratic at times and truck has power loss if fuel gauge gets below 1/4 tank. Is also hard starting below 1/4 tank. Thanks for any advice.
