03 e350 7.3 crank no start

i have a 03 mini bus that cranks but doesnt start. i already changed the cam sensor and attempted to pressurize the tank with the fuel bowl open. the battreries are reading 12.04 volts. we also changed the fuel filter. i have no idea what it could be. here is a video:

I had same issue, changed hpop and problem solved!! Get it on a scanner to check better but hope u find the problem!!
