No start after power disconnect for starter swap

I have read all I can without asking for help. I have a 99 F350 with the 7.3, 200K. Had new tires installed and truck would only "click" afterwards. A little tap on the starter got it going again so I decided to change the starter. After disconnecting the battery cables and changing the starter, truck would not start. Starter spins fine, new batteries, tach moves, HPOP is full, no white smoke. Will not start with ICP unplugged. Will start (I know how bad it is) with ether and will start after warm without problem and runs fine after started, so it appears to be a cold start HPOP/Fuel issue. Started fine prior to battery disconnect. Ideas please.
