Possible Harness issue?

My truck when you start it lopes an throttle pedal is unresponsive.. Unplug the icp its fine.. Replaced the icp sensor... twice... new hpop, lines, ipr, cps, fresh oil. Any ideas? The truck is very weak. U can stick the 10k mod in it (only used for s&g's trying to diag)and it will start an run with icp plugged in.. but doesnt bring the power back.. I have taken the ts 6 pos off an doesnt change the problem

I'd get something to monitor ICP readings and IPR duty cycle to see what is messing up.

I have a snap on scan tool. But the truck will not run when its plugged in without the resistor
