No start No smoke

Long story short.

My 2000 f250 was getting harder to start and eventually died after towing a boat. It would only start when cold but sounded like it was on 4 cylinders. Pulled codes p1316 (IDM) and p1211 & p1212 (ICP).

The truck cranks fine but no smoke, had a mechanic run a IPR duty cycle and was getting below 500psi. He changed the oil and now I'm getting above 500psi but still no start, now not even when cold.

Here's so additional info to help diagnose
Fuel pressure - 58 psi at cranking
RPM gauge moves while cranking
HPOP is full
IPR o rings look good
WTS light comes on
Unplugged ICP - No start
Batteries are brand new
UVC harnesses look good
Ran an ohm test on harness at the IDM and they all look good
No oil in fuel bowl

I'm starting to think its a bad IDM, but the no start when warm makes me question if that's the problem.

Any advice would be much appreciated

I got a chance to pull out IPR and clean it. Now when cranking its starting to sound like it wants to start which is some progress. I took off the passenger side valve cover to inspect injector o ring leaks and couldnt find any evidence of such.

Curious though, when an injector fires what does it sound like? When the valve covers were off, and truck was cranking, all 4 made a click noise. Does that mean there are firing?

Also still no smoke when cranking?

Anyone have any ideas?
