need opinions

Normally I don't post because I can usually find the answers I need by reading what others have done. But this time I want to be sure before I order a part. Ok, my problem is the other day my truck started losing power and throwing a CEL. I hooked up my AE, pulled the codes, p1211 stood out, and started monitoring the icp pressure and duty cycle. The duty cycle was between 70%-98% and the pressure was no more than 700. Fast forward to today, my truck will not start. Took the same readings, while cranking 65% duty cycle and 125 psi. Am I correct in thinking the pump is shot. On a side note my oil was changed 800 miles ago with schaeffers 9000.

I've come to the conclusion that the ipr might be the culprit. Gonna pick one up tomorrow and try it.
