Keep getting the P1690 code

Hi Guys, I need some help, this one is driving me nuts.
Last winter I was getting the P1249 code. after troubleshooting, I replaced the red/green hose harness. P1249 code went away. About a week later, the P1690 code showed up.Never had that one before. I changed the Actuator with OEM and set it as per the service manual. (apply 5 PSI and adjust rod so clevis slips over pin without resistance.) I still got the code. I replaced the electric solenoid with new, and still get the code. WTF?
All this is going on WITHOUT ANY TUNING... IN STOCK TUNING MODE
I'm thinking maybe the old actuator was bad to begin with and even though I replaced it with OEM and set it per the service manual, its not enough spring pressure to snap it closed and hanging open. in my opinion it doesn't seem like enough spring pressure to "snap" the wastegate closed. I would just try to adjust it, but such a PITA to get to, I want to make sure i'm on the right track before I do it.
Does 5 PSI sould like its enough? is the manual wrong?
Anyone else have any other input?
