wierd sound

hi guys i bought a early 99 7.3 and it is awesome ! it does make an odd sound tho that concerns me untill it is very warm . I worded that carfully because it makes this shhh shhhh shhh sound intill you drive it for about 15 -20 min and is most notisable wile under very light throttle. while it makes this sound my rpm also drops by a couple rpm . it starts and idles fine. when idleing if you hold the rpms up to like 1700 rpm after a second or two the motor will make this hissing sound and the rpms will drop by like 300-400 rpm .if your driving slow while it does this you can literaly feel this hesitation untill it goes away . under lots of power or load it runs awesome and after a very good warm up it does'nt do this any more and runs fine . I dont know anything about these trucks but i was wondering if it has somthing to do with the turbo or waste gate ?
thanks for any help.
