2000 7.3l excursion stalling

I have a 2000 7.3 excursion that is stalling out. It runs okay for a couple minutes, then dies out. The pump screams when it dies and sounds like air is in it. I pulled vacuum on the lines with a mighty vac and they all check out ok. I replaced the crank sensor and the ipr valve. No change. I changed the fuel pump and nothing. It is a fuel issue, but I can't figure out where the issue is. The wires on the ipr were melted back some so I coated them with liquid tape and wrapped them. I'm going to get a new pigtail and solder it in anyway.

Any other ideas on what I can check?
