WASTEGATE PRELOAD ADJUSTMENT

Hi All.. Can anyone confirm the correct procedure to adjusting the wastegate actuator preload?
I am replacing mine with OEM.
The Ford service manual says,
"hold actuator arm closed ( towards actuator). Use 5 PSI and adjust arm to slide over pin free".

I read elsewhere that you want to use 15 PSI instead of 5 PSI.

Which is the right procedure for a OEM replacement?
