No Acceleration, Please Help!

I have a 2000 F250 with 170,000 miles on it that will turn over and start just fine, but is completely unresponsive to the gas pedal. It has a manual transmission and the clutch is responsive. For about 2 years it has made a noise similar to sucking air when it is cold outside. The truck would surge and loose some power when it made the noise, but it never interfered with its overall ability to drive.
Now it will not accelerate and the SES light turns on when the gas pedal is held down. The RPM gauge is also stuck at 1300 RPMs while the truck is in neutral and idling. All other system readings are normal.

The fuel filter has been replaced and there are no fuel leaks. The fuel injection system was replaced about the time the engine began surging during wintertime. I read the other threads with issues similar to mine, but no matter how long my truck idles it will not accelerate. Also, the temperatures have not been below 40 degrees.

If someone could offer any help, it would be much appreciated!

It sounds like you have multiple issues. The noise your are hearing is the EBP valve stuck closed, it could be bad or you may have a clogged EBP sensor. For the SES light, you need to get the codes pulled to see what's going on. With the tach stuck at 1300 RPM, you probably need a new CPS, have you had the recall done yet?
