2000 f-250 fails to start. no "wait to start" light

After unplugging fuel heater and barometric sensor while looking for a fuel leak the "wait to start" light fails to come on and OD light is on. I've tried everything I've read on it. Removed and checked all fuses under hood and dash (none blown) Cleaned and checked all grounds under hood and dash. Check wiring harness for breaks/shorts. Made sure everything is plugged in. Removed and reinstalled PCM. Will not start. (also-cruise, horn, airbag don't work and havent for a while)
