Stumped low boost?

2001 stroker wit 4" exhaust, wicked wheel, k&n intake, edge juice, and the ebvp is still in and functioning, also has a bleeder valve on the wastegate line. When towing or just driving around town i will only see 14 psi boost. With the edge on stage 5 it stays the same. One thing i notice is that the scanner says minus 40 degrees on water temp. The gauge reads normal but what the computer is seeing is -40 degrees. Will that defuel the truck? Any help would be great.
