another ebpv question

I am getting terrible mileage with my truck, no boost or up pipe leak, also no boost gauge on it yet. I have the ebpv unplugged but when I unplugged it key on or key off it never moves. So I am not sure if it is stuck open or closed. The arm is about 1/2" out of the housing until you reach the threads. Is this normal or is it stuck open I can not move it manually with pliers either should I be able to? And what position should the arm under the turbo be in to be open? I have tried searching for these answers but was unable to find them. Thanks in advance for any help or advice.

I can't help you with your question but I can give you some advise. I removed mine. I threaded and plugged the hole and did the same to the pedestal. I'm located in Indiana and they would always act up when it gets cold. I don't regret removing them on both of my trucks. So, If you decide to go that route it works great....Just filling the gap until someone else responds...
