How much does it hold put 2 gallons in still low? Is it 3 or 4

Your problem starts right here. Plenty of us have ARP headstuds and have not had to do this. The ARP kit comes with several shorter studs to be put in those locations to account for the injectors. Your first step should be getting your money back.
