99 hard starting when cold

A guy I work with has a 99 PSD that is starting hard when cold. Batteries are good. I checked the GPR and found no voltage at the output post going to the glow plugs with the key on. Can feel it click, but no voltage. Also, same thing on the IAH solenoid.

My question is, if one goes bad does it effect the other?

If not, how likely is it that both went bad at the same time?

What else should I check to diagnose this?

Are these SD 7.3s notorious for melting the valve cover harness plugs like the OBS 7.3s are?

Troubleshooting GPR & GP's

Winter Operation, Hard Starting, Hissing Sound Etc...

And NO, the GPR & AIH relays don't interact. The AIH Rarely comes on so, don't worry if you see no output. The GPR however, should have power on the output side for at least a min when cold, but again, read the links...

The UVCH plugs are still a concern

Can you describe what you mean by "hard start"?

The way he describes it is that he will crank it and crank it, it will sputter and die. Then he will repeat this process 4 or 5 times and then it will fire up, romp a few times and smooth out. He says it doesn't do this if plugged in, and also only happens on the first start of the day after sitting all night.
