early 99 powerstroke runs rough, poor mpg, blows white smoke that smells of diesel

Early 99 7.3 powerstroke with new 238cc/100cc injectors, new injector wire harness, H2E turbo.

My truck is idling rough, blowing some white smoke that smells strongly of diesel fuel. It will burn your eyes. I had codes ran and it gave the icp code but I had unplugged it to see if it would idle better and there was no change. I did notice oil on the plug so I wiped it off two times and it hasn't seemed to be back. The other codes were for the ebps sensor but my tube was rotted in half and Carson Stauffer told me to do away with the tube and sensor. I unplugged the sensor and plugged the hole in the exhause manifold where the tube connected. I notice a mileage decrease and it doesn't seem my truck has run the same. I thought it was something else because I have heard great things about Carson Stauffer diesel.

Any help would be greatly appreciated.
