Angry Please HELP!! Rough 7.3

Hey there guys need some direction.
Been working on my buddys 2001 7.3 for three weeks now and it's still not running like it should. Started as a simple enough rough idle not running smooth. Local Ford dealer told him fuel pump was bad, So to solve all problems for good (so he was thinking) He spent the money and we installed FASS brand pump with FASS pickup tube asembly.
Went to start and sadly same rough rough idle, dropped fuel tank triple check all lines and fittings for leaks and all pass test.
Next call FASS tech line for some assistance after some time on phone and removing return line on frame rail (With pump on a stream of fuel was returning, tech said it should have just been trickling out.) tested and tech thaught regulator in fuel bowl was bad. Tech sigested doing Adjustable fuel pressure regulator and fuel bowl delete would solve problem. So over a 100 dallors in next day air and it was here Driven diesel fbd and press. reg. Installed doble checked work and damn, Same problem!! Wanna trow match at this thing at this point. This morning installed new injection press. regulator, no fix, same problem. So heres the crazy part, fuel pump is on a toggle switch and when truck is running(rough) I shut the fuel pump off and shake and rough idle go away and runs great. turn pump on and runs like ****. wtf?? sorry not a diesel man need sugestions please

Have you scanned it for codes?
I'd check the UVCHs. See if they're loose, corroded, burnt, chaffed.
You said new IPR, but what about ICP? Top of VC, driver side bank, front. Have truck running and unplug the sensor. If it gets a little better, it could be that. If there's oil in the connection, it should be replaced anyway.
When was the last oil change?
Why did the dealer tell him the pump was bad? Did they check pressure? Did you check pressure?

rough 7.3

sounds to me like its the wireing harness under the valve cover

When you turn your fuel pump off it runs great? That makes no sense. Why is there a toggle switch on your fuel pump? Why would you ever turn off your fuel pump when the engine is running? What is your fuel pressure? Did you connect it to a gauge?

Why are you throwing expensive parts at an un-diagnosed problem? It probably has nothing to do with fuel.

By the way, it is completely normal for quite a bit of fuel to return into the tank. The system returns the MOST fuel at idle. The pump maintains a standard GPH at a stated pressure with excess fuel returning to the tank through the FPR.
