Help with part identification.

Could someone help me identify this part that is in front of the blower motor and almost right underneath the starter solenoid? When the glow plugs are warming, it makes a very loud buzzing sound and vibrates like crazy. It'll stay on for a while trying to crank over; then it'll turn off after a couple minutes, then it'll crank over just fine.

Thank you.
