glow plug monitoring (California)

hi there. I have a 99 f250sd with a 7.3 powerstroke. I have dtc p1391 and accommpanying code for opposite bank. I ohmed out the plugs via vc connector .4-.6 ohms each. problem is when I look at my gp monitor pods they are drawing 0 amps. gp relay was recently replaced. relay energizes, and voltage is present past the fusible links on monitor circuits. I have alldatadiy, and pinpoint test tells me to check pin 9 on BOB, is that going to be pin 9 on PCM harness. alldata wiring diagram shows pin 9 as not used. anyone have proper wiring diagram or input? I am fairly sure it is gonna be a problem with gp monitoring circuit. thanks.
