Cranks over but won't start....

Ok so it just started getting cold up here in the great north west and my truck is having a hard time starting in the morning. I get the WTS light and when it goes out I try to start my truck. It will crank over but won't start. The check engine light will be on, now if I cycle the key CEL goes off and it will start right up most of the time. This morning not the case. Ive been plugging my truck in at night(night time lows in the upper 20s low 30s) and for the last fees days that seemed to help. Also not sure if related or not but it sounds like my waste gate is stuck open while driving. I can hear a loud air noise around 1500 rpms. It will stop when I give it some gas but as soon as I get back to normal driving it comes right back. Help? My mods are 4 inch turbo back, TS 6 pos chip and an AFE stage 2 intake.

Few things really quik,
1-Check to see if you EBPV is in the wrong position and stuck there(does the truck take longer to warm up in the morning than usual and drives snuggish?)

2-Check and replace your CPS(if its hard to start, runs rough, and/or doesnt start could be the cause)( and if you dont see your RPM's pounce up when cranking it over, its the CPS)

3-Check under dash(by left knee) for fuse panel, and check the 30 amp fuse. Goes to fuel bowl heater(I think) it shorts out, pops the fuse and kills the fuel pump. Can you hear your fuel pump priming if not check that fuse. Only check this if the truck isnt starting and if you cant hear the pump priming.(I just unplug my fuel heater, it shorts out often)
