icp nsensor problems cause truck not to start

i have a 99 psd and put new icp sensor in cause the o ring leaking alot of oil in the valley . replace it but then had problems wen going to start. it would start but run rough and no throttle . i get out wiggle the wires goin to the icp and it start and runs awesome . put a snap on computer on it and it wont read cause it says oil may b bubbly or thin . ne help would be greatly appriciated.
