White smoke, rough idle, lots of smoke when accelerating

This is a 1999 F350 with 7.3 PSD. Starts in 6 seconds of crank time. White smoke and smell of unburnt diesel fuel. Throttle snap produces A Lot of unburnt diesel. At 1860 RPM driving ICP PSI @1839, ICP 2.29V, FPW 2.1, IPR duty cycle 26%. At idle 688 RPM ICP at 478 PSI, ICP .78V, FPW 3.2, IPR duty cycle 9%. No codes, even exhaust temps and passes CCT. Is low IPR % the problem? Or could it be ......
