99 f250 hard starts bad idle and loses power

Newbie here and my first diesel. On cold starts it wants to turn over forever, when it starts it has a very choppy/jumpy idle, when it warms up and i first take off it loses power then i have to let off the throttle for a sec then get back on it then it runs perfect when its at operating temp. When it loses power its like a sputter. Any help would be greatly appreciated!!

I'm new at this too. My obs does the eternal crank before it finally starts, I pulled a P1661 code and my research leads me to believe IRP. I have yet to put down the $150 to see if that is indeed correct. IDK if that helps.
