blowing fuse 45 no pedal!

My 2002 250 keeps blowing fuse #45. truck will start and idle but I have no gas pedal, also the instrament cluster goes out. I replaced the pedal and relay with new one, did not help. now what?

if this truck is an automatic , you need to pull the steering column cover off and find the wires coming from the button on the end of the shifter , thosed wires rub the top of the steering column , blowing the fuse and the pedal is on that circuit, the wire chaffed may just be a small spot , but thats your problem
