2001 f350 lacks power

hey guys quick rundown on the truck then we will get into the issue here. i have a 2001 f350. truck has just over 240k on it. trans was rebuilt to stock specs nothing fancy. i just rebuilt the motor and put a new turbo on. got it from rons turbo service in utah. upgraded wheel and actuator. nice piece. 4 inch turbo back exhaust. one injector was replaced dont know how long the truck sat before i got it exactly know it sat for at least 4 months. changed the fuel filter right as i got it just after the rebuild and then again after about 2000 miles. changed 3 times in like 6 months just to make sure. i work on a lot of cars not to many diesels. issue is the truck just doesnt have the power i think it should its good out of the hole like most people complain about. no issue there just seems to run out of steam real fast. by like 40 it seems to be lugging down and having trouble getting out of its own way. no tuner yet dont know if thats maybe the issue here. ive had 2 other 7.3's and never seemed to be like that. its fine on the highway as far as passing ppl goes just wondering if somebody has some input on what it may be. lack of fuel or what. also replaced all the o rings on the filter canister in case thats sometimes an issue appreciate all input here guys. im lost

not yet sorry wanna run a boost gauge just to see where we are at there. almost seems to be running outta fuel. if i keep it wacked it accelerates slowly between 40 and 80 if you keep it wooded from a stop. but from a 40 mph roll if i stand on it to pass somebody it doesnt feel all there but maybe its something like a map sensor or diesel equivilent or something
