Excessive start time

So I pulled the fuel pressure regulator to clean out the screen, their was no screen whatsoever in the regulator, I have an 03 7.3. I noticed some small rubber in the spool and thats about it, I was wondering if the crank sensor could cause the motor not to fire up right away, I have changed starters and that did not correct it. For some reason my starter doesnt quite sound as smooth as our other 7.3 while cranking. I just feel that it should fire up sooner sometimes it takes about 3 or 4 seconds to start, is that normal for most 7.3s. Any Ideas
