hard starting even when warm out

i looked at everything i could find on testing the glow plugs and relay. I tested the relay and it was good i tested the glow plugs and thought they were bad. I got the new ones and by the looks of it my meter must be broke because the new ones test the same as the old ones. i put power to the old glow plugs and they all lit up fast and hot. tested the power to the glow plugs and the plugs are getting power. soo the next step i was gonna try was to do a compression test and see what i get not looking to good for me right now. If anyone has anything i should do before i do the compression test or with the test please let me know.
