Have scanner help me with a no start

[1999 F-550]

I have a 1999 F-550 6-speed 7.3. The truck died a while back and wouldn't start. I have replaced crank sensor. I replaced the right side valve cover gasket and wiring harness. The left side was done a year ago. I used all Ford parts. I am getting a check engine light with the key on. I am getting oil pressure on the gauge. I have 3000 psi on the scan tool from the hpop. I am cranking right around 200rpms on the scan tool. The truck is not firing the injectors. It is not smoking when it's cranking. What else should I look for on the scan tool. It's a Snap On scanner. I am getting fuel. I took what i think is the return line(top right side of bowl off) and I was getting fuel out of it with good pressure.
