01 fuel pressure dropping

my truck will flatten out at 2500rpm and has lost power recently changed filter and still not better checked fuel pressure and had about 58psi at idle when i revit with no load it will drop to roughly 40 when i power brake it and hold it i can get it down to 25 to 30psi i also replaced the fuel pump and no differance and i also checked the regulator anyone have any ideas

i removed the filter today to check to see how much fuel was flowing to the filter housing from the pump and was shocked it just trickles out and spurts a little, if i put my finger over it it will build pressure but shouldnt there be a considerable amount of flow to the housing
