Can't pinpoint an odd noise

I have recently over the past month or so discovered this odd noise coming from the engine. It sounds like this odd whooshing noise. I know, not very descriptive. It seems to be coming from the front passenger corner of the engine compartment. Happens when hood is open and closed. I checked the boots on the intercooler pipes, and the fan doesn't seem to have any issues. It drives and performs normal, has boost. Isn't throwing any codes, but it just sounds..... odd. Doesn't happen to any of the other 7.3's i work with or that my friends drive. Just started about a month ago. Does anyone have any clue what it could be before i go potentially waste tons of money at Ford. I dont want them to fix some 2 dollar issue and charge me 300.
