03 7.3L won't start (sometimes)

Hi everyone, I am new here and very new to diesels...hope someone can help.
We (the care home where I work) bought a bus back in September and it has been running well until the other day when one of my drivers told me that the bus wouldn't start. It would turn over but basically what happens is as soon as the ignition goes on he hears a "crackling" sound from the engine bay. He tried a couple of times then let the bus sit a few minutes and it fired.
Any suggestions would be appreciated.

Just heard from a friend of a friend locally that my pre heat relay is bad. Any thoughts?
