99' hard cold start..now no start at all...need help

have a 99' and it was having hard time cold start, then no start at all. So replaced glow plugs and still nothing. It cranks but wont turn over

whats the temperature? getting white smoke outta exhaust? sure you're gettin fuel? if not i'd check GPR.
