start checking voltage and conections. are you getting light on the dash? wait to start light? turn your key and go and cross the two post of the starter relay on the fender, see what you get.
you can fool the neutral safty switch. use a paper clip and i think its the first two pins. i forget what end of the conector it is though haha sorry. |

See if you are getting power when you try to crank on the little wire at the starter solenoid on the right fender just behind the battery.

99 powerstroke will not crank or start
i did check the little wire from the soleniodto the starter for power as i cranked the key over...no power. i will check the fuses again. Do you think that if the fuel heater is shorting out i would shut the system down??? my super chip unit reads no codes..

If you have a wait to start light then you don't have an issue with the fuel heater popping the fuse. Plus the pcm not having power will not prevent it from cranking. Is this a manual or an auto? If it's a auto try starting it in neutral instead of park.
