2000 F250 7.3 Oil Leak

My 7.3 started to leak oil sometimes. The best we can find it, is on the drivers side ahead of the oil filter. There is a u-shaped tube that goes above the front cross member and then into the block. The cross member is wet. Can some one tell me what this u-shaped tube is? And can I fix it myself?

Oil leak is from the oil cooler. Mechanic could not find the leak in his shop. I'm in Illinois. When left sit out overnight, about a 70 degree differencial, the leak showed up.

there is a rebuilt kit for it around $60 at dealer
