need some help and advice

here is my list of issues

hard to start when engine is cold
rough idle until warm if it will run that long
surging at all throttle ranges it will surge to 3500 RPM the fall down to a rough idle or die neutral or drive doesn't matter tons of white smoke on start up but clears up while driving when it runs well enough to drive occasional it will die when i slow for a turn or stop sign if it won't restart i have to pull the IPR valve clean the valve end and reinstall runs good again after that. (IPR valve and HPOP are new) i know i need new UVCWH's that would explain the rough idle and maybe the smoke but not the surging ?turbo? i have no shaft play or oil in the exhaust i think the EBP is stuck shut haven't pulled turbo yet to confirm i'm thinking of gutting it

here is a list of what has been replaced or tested so far
IPR valve
HPOP
injector o-rings
# 5 injector

here is what i'm fixing to order
UVCWH's
valve cover gaskets
glow plugs
glow plug relay
EBP sensor

anyway sorry for the long post but details are good so if you have and ideas please let me know

going to run a compression test before i go any further on this one don't want to waist a lot of money on an engine that may need a rebuild I've started getting smoke out of the oil fill tube and i can feel compression from one cylinder hopefully it's rebuild able don't think i can afford a long block
