P1211 and p1209 rough start?

so i have figured out what the codes means the P1211 and the P1209.....
have tried pulling the icp sensor off and it didnt do a thing. and i also put in a new IPR sensore to and check the rails for bubbles.

this what its doing.
-rough starting
-either drive for 5 min then pass 2000 rpm then CEL comes on
-barely maken up a hill at 65mph
-and very easy to stall when letting of the clutch.

Its a 2002 7.3 f350 ZF6 with a dp tuner 5, ram air, wikit wheel, 4 intch turbo back exh and i recently put in the adrenaline hpop

some one pls help because it kinda sucks getting beat from the light by a mini van.
