Put programer on buddy truck, NO power

sold my old diablo sport to a buddy the other day
(03 long bed 4dr dually 4wd with 150k)
Finally got around to installing it for him and showing him how to use it.

We put it on the 100HP tune, and went for a spin
Took off out of them box and tire squealed a TINY bit(bald tires)
drove around for a bit so the truck could get used to it and chage the gears a bit
romped down on it for a good ways, continually blew a bit of smoke, nothing major
but the truck still feels sluggish, i wouldnt say that it was much faster than a stock 7.3l
The truck has had a rough life, pulled a 5th wheel with cars and truck for just about all of that 150k it reads(the spedo dont work btw)

I didnt ride in the truck before the tuner so IDK how it felt, would there be any reason as to why that 100hp tune isnt actually a 100hp?

i ran that same tuner for a few months and it felt ALOT stronger on the 80hp tune for me. i never even used the 100

What yall think?
