pedal problems/surging

i have an 02 psd f-350 4x4 4-door. i am having bad surging during cruising speeds. this does not occur when the cruise control is on so i have convinced myself that it is the pedals(which are height adjustable). is there and easy cheap way to fix this or will i have to go by all new parts. and could it be something else. ideas or thoughts.

thanks,
mojo

i don't think it would be the pedal per-say, even if you do have an adjustable one...what it is more likely to be is the throttle linkage; either a loose connection or a link that gets stuck or something...check that out... thats my advise...
