power issues

i recently purchased a tw chip and i dont see much of a power gain. i pulled the trailer yesterday empty and i thought brakes were stuck on the trailer. the truck runs fine but it just under powered. i'm not blaming the chip it could be somthing else thats why i'm asking. any input would be appreciated.

the heavy tow mode seams to idile higher, no lope, not much smoke and its an auto. it has a power surge between 1700 and 2000 on econo tune and street.
