7.3 wows super hard to start!

Hi im new to this i have a 99 4x4 crew dully ive had it to the dealer a while back i had starting problem i replaced the fuel pump still n/s towed to dealer they said it started every time for them they had it 3 days ! told me to come and get it . then they called me right back and said it wont start DUGH . they kept it 4 more days said #8 inj Orings were bad ? the motor is a ford reman long block 22k on it turbo & HPOP are remans as well . they said HPOP was in specs and fuel was also . it ran fine for 4 months and bam its back i know i should have gotten GREMLIN REPLELANT! lol. New parts to date new f pump,ICP,IDM,F filter,put my spare ecm in NVK4 &CPS still exstremly hard to start rolls over fast when it does finally start it runs down the road fine . but if you shut it off for get it maybe it will or wont re start. Now it all started in jan 2010 i hit the remote start it tried 3 times on its own n/s . I found why the fuel heater burnt out unpluged it put new fuse in it and started right up and then shortly it all went down hill from there i also discoverd at 1050 rpm-1500 it has a seems to be like a miss at 1700 rpm it goes away ! any ideas

to make it easier on a tech to chime in, what does it do? crank but wont start? wont crank at all? have they checked installed relays? starter solenoid.
