jumping with the solinoid

I have a 99 that i just replaced the ignition switch on and the solinoid for the starter, still wont crank off the key, but can jump the solinoid and start it, is this the nuteral safty switch?, from what i read this is possible cause it has a oil leak

It could be the neutral safety switch, or it could be a harness issue at the switch - somewhat common. Try cleaning out the contacts really good first.
