Another truck wont start

I have 99 PSD, it was running rough so I took it to the dealer to have a contribution and buzz test done. He found nothing wrong with the injectors but the control pressure was all over the place. He said it could be the IPR. I didn't have the money to fix it so I will have to drive it the way it is. Its been about a week later I went out to start it and it wouldn't start, it would try but no go. I took the IPR out and cleaned it now it wont even try to start. Is there anything I need to do to bleed it or any thing?
